Chill. You are reading that wrong.
"The current requirement [for an initial license in Texas] is one year of full-time non-routine accounting work experience under the direct supervision of a licensed CPA. One year of experience is required and shall consist of full- or part-time employment that extends over a period of not less than one year and not more than three years and includes not fewer than 2000 hours of performance of services..."
In other words...
1. One year of experience, full or part time. One full year's worth of working hours @ 40 hrs/wk is 2,080 hours. Subtract 2 weeks for vacation and you have 2,000 hours.
2. Just like you have an 18-month window to pass all 4 sections of the exam, you have a 36-month window to get at least 2,000 hours of experience.
3. You can't do it in less than one year by racking up overtime hours during Tax season.

Nan is correct - MI is the same way except I believe it's "not more than 5 years" here.
The point is you can't work 100 hours a year for 20 years and get licensed. You also can't work 4,000 hours a year and get licensed in 6 months.
