Consequences of Contesting and exam

I have a question….

When is it appropriate to contest a non-passing score? Also – What are the consequences of contesting an exam? I know it can’t be as easy as paying a fee.

I have never heard of someone whose score changed when contested, so I'd say the consequences are a waste of money, not much else.
