Ethics portion and 18 month rule

Hey all. A co-worker of mine was wondering if you have to pass all 4 sections AND the ethics portion within the 18 month window. Her time is running up and she wants to focus on her last exam and wait to do the ethics portion. Does anyone have any thoughts or know for sure?

AUD- 72, 87!
FAR- 77!
BEC- 65, 79!
REG- 68, 84! Done!!!

The 18-month window applies to the 4 exam sections. Some states do have a deadline AFTER you pass all the exam sections by which you have to complete any remaining requirements for your license or else your exam scores expire, but that's a totally different thing.
