Govt. Auditing – Opinion on compliance vs. Internal Control / Effectiveness

    Can someone please help me wrap my head around these concepts.I have read the book several times and cannot seem to grasp it.

    Under what audits (GAAS / GAGAS / Single Audit) is an opinon on compliance / internal control or Internal control effectiveness required?

    In particular I would like to put a table together like they have in Becker Ch 6 p. 69 that compares what is required for a GAAS, GAGAS and Single Audit but in a way that I can understand

    I feel like there is conflicting information in the becker book.

    For example, for GAGAS audits, multiple choice questions indicate that I should not select answers that indicate that an opinion was given on compliance, but in the report example they provide on p51 an opinion on compliance is given and then only negative assurance is given on internal control effectiveness. However, later on pg 56 it is stated that the audit “may elect” to increase testing and include internal control effectiveness.

    Can you please help??? I have my exam in 2 weeks – I’m completely stressed have looked over this several time, redone the lecture, the questions, but I just cannot for the life of me figure it out.
