    i think i get it

    R&D “cost”: company A pays company B to do R&D, this is R&D expense for company A

    R&D “performed”: company B (above), this is a selling cost for company B so it's not R&D

    nolifeCPA is right. Performing R&D for a client wouldn't be R&D for your company personally. It'd be R&D expense for the client who's paying you to perform the service. Even though you're doing the actual research, it's not for your own company, it's for someone else.
