Not sure. I mailed mine and i traced it to ensure receipt. They got it yesterday so i know i got in before th 6-30 deadline. Although if you're waiting a liscense that doesn't apply to you.

If you apply online, you can get a license in about 5 minutes. The license certificate arrives a week later.

The mailed license application would take approximately four weeks from the time IDFPR receives your application. This applies to both registration and licensing.

    REG: 80 (02/02/2012)
    FAR: 91 (02/06/2012)
    AUD: 89 (02/09/2012)
    BEC: 79 (02/12/2012)

    Ethics: 90 (02/11/2012)

A.Licensed CPA – this category of license is currently required of individuals who perform any attest services for the public. Licensed CPAs are required to have 120 hours of CPE every 3 years in order to renew their license. As of July 1, 2012, the definition of this category will no longer be based on the type of professional services performed – anyone who wishes to use their “CPA” title in any way and is not a Registered CPA will be required to get and maintain a License and obtain 120 hours of CPE every 3 years.

CPA (inactive) – this category of license will be effective as of July 1, 2012 for any Licensed CPA who does not engage in “accountancy activities” (defined below) and wishes to be exempt from the 120 hours CPE requirement. The individual must place “(inactive)” adjacent to their CPA credential whenever it is presented to the public (business cards, letterhead, web sites, bylines, etc.).

Registered CPA – this category of license is currently available only to individuals who wish to use the “CPA” title but do not perform any attest services for the public. There is no CPE requirement for this category. This category will close as of July 1, 2012 – no new Registrations will be issued. Anyone with a valid Registered CPA license as of that date can continue to renew and maintain their Registered CPA license for life – there will not be a CPE requirement.

Keep in mind all in Illinois. I qualify for the third category now but will meet the licensed requirement in a few months.
