New York Candidates: Be aware of the 5 year rule!

    Hello…

    After calling and e-mailing NYSED for 1x time, I discovered I am basically stuck with this 5 year rule.

    I though I should some of the useful information I got form NYSED, so other candidates can save some time calling them.


    5 YEAR RULE

    1. NYSED will only keep your application open for 5 years.

    2. Each time you submit a form, the 5 years will starts over again.


    SCORE WILL ONLY LAST FOREVER (well…5 years) IF NYSED HAVE THEM ON FILE

    3. Supposedly, NASBA will transfer your score to NYSED after you finish each part.

    4. NYSED will not request your score until they receive your application (Form 1).

    5. Scores / exam results on file (with NYSED) will not expire.

    (Note: As mentioned, only if scores are on file. I have no clue what will happen if they are not on file.)

    6. Although NASBA does transfer your score to NYSED, not every score will be receive by NYSED.

    (Note: I am not idea why. But when I checked with NYSED, only 1 of my 4 scores were received.)


    OTHERS…

    7. NYSED will not request your transcript from NASBA until you file Form 1 and pay the fee.

    8. NYSED will not evaluate your education requirement until the whole application is completed. (At least Form 1, Form 4 and From 4b.)

    (Note: I guess that means you will not find out if you took the wrong class until you took all of them!)

    9. NYSED will notify you of any deficiencies in your application (after they review it).


    Conclusion:

    1. I should file initial application with NYSED so they can go find my scores! I don’t want to take this test another time!

    2. No…NYSED will not go over my transcript until I take all 150 credits. I will just have to pray they will take all my classes.

    3. I will have to finish my working requirements within 5 years so my application won’t expire. Let’s just hope I will make it…

    Thanks for sharing. I don't know that you have to finish working requirements within 5 years though, if you submit a form that gets rejected does the clock reset?

    Are you saying NASBA should transfer your score to NYSED automatically after you pass each part?

    And NYSED will not request for any scores (assuming if there are any needing to be requested, since NASBA are supposedly send your score when you pass each part) until Form 1 is sent?

    I thought NASBA keeps your score (indefinitely), so there wouldn't be a problem.

    I haven't filled out Form 1 yet since I am still acquiring my experience. So I am thinking if I should do that first since they do hold your form for 5 years.

    I actually write to NASBA-NY shortly after I post this post.

    Yes. NASBA should transfer your score to NYSED automatically after you pass each part. Well, maybe not after you pass each part, but I am sure NASBA does transfer your score to NYSED form time to time.

    No, NYSED will not request your scores from NASBA until they receive your Form 1. What NYSED told me is that once they got your Form 1, they will search for your score in their database (like NYSED's own database), and if they didn't find it, they will then request NASBA to send them over.

    I am not sure if NASBA will keep your score indefinitely, I guess they do?

    I am not worrying that NASBA won't keep my score, I am just worrying that once my scores expire, even if I take all of them within 18 months, NYSED will not recognize my scores. Let's say if my scores expire in 2015, but I didn't file Form 1 until 2016, they will ask me to retake my test again.

    The thing is: NASBA and NYSED are two different organizations. You will never know…what if NYSED says “Well, we didn't receive your scores, it's not in our database, but since the scores expired already, so now you got to take it again.”

    Then it will be so lame.

    I try to find out from NYSED will that ever happened. All they offered me if that “I can file my application anytime.” I am guessing they actually don't have such regulation… so they probably don't even know what to do?

    I haven't even apply for graduate school yet. And I haven't even find a job. I probably won't finish all the requirement until 3 years later. I don't want to take this test again….

    (This whole drama begins when I have nothing to do at work, so I decide I will just calling NYSED to make sure I will be alright…)

    I have an email from NASBA that your scores never expire in New York. So because your scores never expire for NASBA, then eventually when you file for the license, NYSED will request the scores from NASBA. My understanding is that the 18 month window only comes into play if you have not completed the entire exam, however, once you pass the entire exam, scores do not expire EVER in NY. That is my understanding of it, but maybe I misread the instructions, doubt it though.

    If the scores never expire with NASBA, then it make sense that NYSED can ask for the scores from NASBA at any point.

    I don't know…this is what NYSED told me

    “You can file your application at any time. Files are held for 5 years. Each time you submit a form, the 5 years start over again. Once we have your exam results on file, they won’t expire.”

    So I ask them, what if the score is not on file? Then they answer…

    “They usually send us your exam results as the parts of the exam are finished. If, when we get your Forms 1 and fee, Form 4, and Form 4b, we notice that any parts of the exam weren’t sent over, we look up your scores and add them to your file. They do not automatically send your transcript – that has to be requested. However, again, we don’t request that until the forms have started coming in.”

    My guess is they don't even know? I called them on the phone to verify that only 1 out of 4 scores is in their database.

    So I e-mailed NASBA and NASBA said…

    “Your score summary report will be mailed out to the NYSED, today.”

    So that ends the story…I am going to call NYSED back in 3 weeks to look for my scores again.

    I don't think you misread the instruction…I doubt that too. I guess I was just being too careful and kinda picked on their words. I want to absolutely make sure I will be okay…hm… in 3 years. I guess I am just having too many bad experiences with NYSED….

    Thank you for sharing yellowsugar, did you submit your form 1 more than five years ago ? I submitted form 1 and transcript from school more than 7 years ago and i just passed all CPA exams. I am also trying to find out what I need to do in order to get my license in NY. I am currently missing the 2 year experience to work under a CPA. or 1 year if i choose to get 30 more credits.

    I have grandfathered my 120 credit education requirement in 2007. I received a letter from NYSED indicating i have fulfilled my education requirement. And I have also received an e-mail from NYSED confirming that I am grandfathered for my 120 credit education requirement for my application. Therefore i am not sure if you are right on the education will be determined as the final step .

    The info provided by the OP is false. I called the board directly yesterday and the the lady stated categorically that they NEVER expire in New York. Also, here is an email I sent to the NYS board yesterday:

    I didn’t not apply for licensure earlier because my job at the time had no CPA to sign off on my experience. Thanks for your help in advance.

    Thank you for your email inquiry.

    No your exam scores with us do not expire. You will however need to send us an updated form1 but no fee as long as you paid the fee when you initially applied.

    I am also grandfathered with the 120 credit rule in NYS, but when I called NYSED recently to request an email or some form of document stating my status, they simply said they do not provide any documents. How were you able to obtain both email and letter?

    You should have a letter from NYSED when they grandfathered you the 120 credit requirement (the letter basically saying that you have fulfill education requirement). Mine was back in 2007 and I still have the original hard copy with me. It was a long process for me to pass all four parts and I called to NYSED to check my status after I passed all four part early this year. I was told I am missing 2 experience forms, a form from employer and one from myself.

    The e-mail they replied me did not stated that they looked into my file to prove I am grandfathered 120 credit requirement, but to confirm that if I have met the 120 requirement in 2007, then I am grandfathered.

    Also, I asked how long do I have to obtain my experience requirement and I got a simple answer that exam scores will not expire. I am still confuse about if my application will expire after 5 years even they have my passing scores now.

    I guess they wouldn't provide you any document to show your status, and only will tell you what your current status is and what you are missing to obtain the license.

    I'm confused here. I thought the grandfathering was only if you submitted your application a few years ago. Sorry can't be more specific – no time right now. Is that what you did RB?
