I am thinking about taking my REG exam sooner than currently scheduled. I don’t want to make the decision to do that sooner than I have to because I could get unexpectedly slammed at work and need the extra time. I also don’t want to pay one more penny for this business than I have to. I see that there isn’t a fee to reschedule past 30 days out. I am just wondering what if I move it from a date that is more than 30 days out to a date that is less than 30 days out.

It should tell you the fee prior to confirming the change. If it states there is no fee for 30+ days out, then I can't imagine you will be charged. My theory is that they charge you because they are potentially losing revenue since there is limited time for another individual to take that slot (especially if it is in the immediate future).
