Tolerable rate, population deviation rate, allowance

Is there a relationship between Tolerable rate, expected population deviation rate, and allowance for sampling risk, such as A + B = C?

yes, your expected population rate + your allowance = maximum population deviation rate and if that is less then your tolerable rate design and operation of the internal control is effective
