    issuers are publicly traded companies, non issuers are private. Typically much stricter conditions on issuers than private companies.

    Generally Issuers follow PCAOB for attestation services, even for Reviews as well as interim Reviews (Not SSARS). The have 45 days rather than 60 to make changes to the report. Retain working papers for 7 years rather than 5. Independence is stricter such as no booking and other services allowed. As a result of PCAOB guidelines, they are required to comply with SOX so they are also required to report on the Design and operating effectiveness of internal control. That's all I can think of now lol
