What does "split-up effected in the form of dividend or stock split" mean?

    Hi, I don’t clearly understand the sentence from my book, “split-up effected in the form of dividend or stock split”?

    (This is regarding the large stock dividend.) Can anyone please make sense of this statement? Huge thanks in advance.
