Does it matter what order to do the forms for NY state application? I personally need to do form 1, 2 and 4b. It looks like I can do form 1 from home, but I’m working from home and can’t get anyone to sign on my work experience for Form 4b until we’re back in the office after quarantine.

@Monikernc thank you. This may be an obvious question but I need your opinion on this as I'm afraid that if both of these forms do not match that it may slow down the process and they just hung up on me over the phone before so they're no help at the department of education. Form 1 for NY is an online application. It asks me to list the colleges I ATTENDED. I took roughly 125 credits at one college over 4 years which I have no issues with. However, what I'm confused with are the additional 25 FEMA credits I took were for FEMA's independent study program that I took on FEMA's website and FEMA sent the transcripts to Charter Oak State College as they accept them through their credit registry program. I don't know if I should include Charter Oak on the application as I did not actually ATTEND the school. I'm worried because Form 2 is a form required to be sent to each institution I got credits through so if they see I sent Form 2 to Charter Oak but did not include them on Form 1 (Again, because I did not actually go to the college), would there be an issue?

I am not familiar with transferred credits but I would probably only include the school “reporting” the credits.
ie: I would use your primary school and Charter Oak.

Stupid question but isn't NASBA going to forward your scores and transcripts to NY CPA?
Do you even need to do the Form 2? Not sure how this pathway you are on works.

@Recked I think if I had sent all the credits prior to being accepted to sit for the exam then they would forward them. I first applied for the exam in May 2017 after my undergrad and so I was allowed to test under the 120hr sit rule. Summer 2018 I did the FEMA credits. Had I done the FEMA credits before I was approved to sit then I don't think I'd need to submit Form 2.

    Ah, makes sense.
another stupid question, but are you sure NY accepts FEMA credits, through Charter Oak?
I assume you have looked in to this already.

@Recked they accepted them when Charter Oak sent them to the CPA examination services. The NY director or whatever down there said they were accepted. But also, you say I should include Charter Oak but what would I say for the attended range? I only opened a credit registry with them. I never attended there for ex. 08/13 to 05/14

I'd put the time period that the credits were issued as the “attended”.
That would seem the most likely to match up and cause you the least issues?
Not an expert on this, but that's what I would do.

Wow! It stinks that the form is online and you can’t see what it wants in advance so you can get organized. It may be like the NASBA app though. I had to list all schools “attended” for NASBA but the list was really used as a checklist for the transcripts I would be sending. If that is really the reason behind this then go with Charter Oak if they will send the transcript for the FEMA credits. My other suggestion is reach out to New York’s Society of CPAs and ask for assistance, or any insight they can provide. Here in CO the society is very helpful and has a good relationship with the board. The society may get answers before you will.
Finally, I don’t think any mistake you might make will be fatal and once you have an application started you should be able to get answers and make corrections. I can tell you that steps that proved “impossible” to overcome is how I ended up as a Montana candidate from NC – I live in CO and am now waiting for reciprocity to work as a CPA here. Some of this is just nuts.
    Good luck.

The easiest way to do this is go back to NASBA and send them all your credit transcripts, no matter what they are. Call NASBA and have them file to NYS. Once done, you can email NYS and get a confirmation that all your credit are now sitting in place with an acceptable format. That way, there's no guessing game, and you get an email confirmation.

I had to go back to NASBA after I completed the exam requirements to fulfill the 150 credits.

There's not a need to use Form 2 if NSABA had already sent your credit list to NYS.

Calling is frustration, especially when NY is on a lock down.
