I do not remember exact times, but I think I left myself at least 2.5 hours for the SIMS. Cannot stress this enough, use the authoritative literature. You will be amazed at what you can find in there. Just don't waste all your time looking.

I wouldn't analyze it too much. My highest exam score was FAR, at the end of a window. My lowest (failing) exam score was REG at the end of a window as well. I think it just depends on your preparation and performance.

I think they know what your weak areas are and they give you sims on those subjects.
