It looks as though there will be a major overhaul of the tax code by the end of the year. How will this affect the REG exam. I know usually minor changes are tested the following July but if there are huge sections removed are changed why would they test them? Any feedback would be welcomed.

Because it takes time for the AICPA to make the questions up. It's not like they can make it on the fly and roll them out. That is why they will only update at the start of Q3 because those numbers/information are finalized. How will it affect the exam? The same way the phase out and other information that changes every single year do.

Honestly, I wouldn't worry too much until the the overhaul is 100% finalized and put in the works. Your review course should provide all the updates.
