I have a Bachelor degree from Europe and I tried to find the approved evaluation service company by the NC CPA board. I couldn’t find any information on their website, so I emailed them and got the following answer:
“You will need to contact CPA Exam Service. We no longer accept degrees outside the US with the evaluation.”

Does anyone have any insight? Does that mean that my foreign education doesn’t count for NC at all!?

You should try using NASBA. They should be able to help with finding a jurisdiction and the degree evaluation.
