Trying to break into public

Had a “meeting” with a public accounting firm after passing the CPA and was told they could offer me an internship from January through tax season. IF I performed well AND an opening came up would I have a chance to be retained by the firm, which is slim at best. Felt pretty frustrated by this because I cleared the hurdle required to have the title of the firm, CPA. And their best shot is that I quit my job to basically pull a slot machine arm and most likely be unemployed April 16 if I decided to follow their path. Is this normal for the internships to be the only way to get into the firm?

This is something that some firms do, but not all. I wouldn’t take a gamble that they would hire you after busy season is over.
I know it is frustrating. Apply to any and all firms that offer tax services. There is still time to get an offer for next year. See if your college can help you also. You can also reach out to seniors/managers at firms you are interested in and ask them to take a short call or coffee. Finally, you can reach out directly to a firms HR department and tell them why you are interested in the firm, your relevant experience, and you can attach your resume. Don’t reach out to HR if you reached out to an employee unless they don’t respond. hR will generally call on referrals and the employee stands to get a bonus.
One of those tactics above should work. Good luck.
