Somehow a recruiting agency has gotten a hold of my resume and is sending it to employers around the state without my knowledge or permission. Several firms have emailed me directly trying to get around the fees they charging to hire me. I finally got one of them to tell me the name of the recruiting agency. Naturally no one at the recruiting agency will return my calls. What recourse if any do I have?

Are you actually looking for a job? It seems stupid of them trying to represent you when 1) you didn't sign any contract with them and 2) especially if you are not looking for a job.Something is not adding up here.

Yes, I have started to look for a job but I’m being very selective because I’m still employed and don’t want my employer to find out I’m looking elsewhere. It doesn’t make any sense to me either because they are leading employers to me without any hope of ever getting paid. On the flip side it hurts me because I have no idea where my resume is being submitted, no idea if it’s been changed, and no idea what lies they are telling potential employers about representing me.

You are being paranoid. Just ignore the emails. Nowadays resumes are all online. I use LinkedIn all the time and I keep my page updated. If any company contacts you for something you might be interested in, just ask to send them a updated version. If you ever signed up a recruiting site like Indeed, recruiters or companies can see your resume there as well.
