Sending her an e-mail is the best way to contact her. Her landline is usually busy, and the website does explicitly tell exam candidates to contact via email.

Email or call Phyllis Elliott. She returns phone calls about 2 hours after you leave a voice message and responds to emails in less than 1 hour. Very nice lady.
