Window Expiration Extension

Read the following on Roger CPA website:

“For those whose 18-month window to pass all the exams will begin in Q2, the delay of this score release isn’t so problematic.

However, for candidates whose 18-month window will expire shortly after Q2, the concern is much greater.

So if you’re a candidate whose situation is the latter, there’s good news.

The National Association of State Boards of Accountancy (NASBA) has recognized the dilemma for such candidates, and has made it clear that the decision on whether to grant conditional credit until August for candidates who took their final exam during the Q2 testing window is completely up to the individual state boards.

NASBA is recommending that state boards give candidates conditional credit until December 31, 2017; however, each state will determine how they want to handle this unique situation, which could be on a case-by-case basis.

    Our recommendation

We highly recommend that if you are in this boat that you contact your State Board of Accountancy since they will have the final authority to grant an extension. They will have access to the national candidate database to pull your records and confirm that your 18-month window is indeed expiring after Q2. As long as you have attendance, they will not run the expiration credit.

Has anyone contracted their state board with inquires? My last exam is FAR and I’ll be taking it in Q2, while my first exam expires in September.

    Let me understand correctly.

    1) AICPA starts a new format of the CPA exam on April 1 2017, and needs 10 WEEKS!!! to grade the exam making the score release mid August 2017

    2) the AICPA has created this HUGE MESS by essentially screwing up your 18 month window.

    3) And the real KICKER is they cannot “man” up and just extend the window to 24 months instead of 18 , instead make the STATES clean up after the MESS they have created.

AICPA has NO transparency. they can pull whatever number they want out of their rear end and we just accept it and pay $250 more to take another exam which if we take on APR 1 will not know the results for 18 WEEKS!! wow. that is over 1/3 of 1 year.

I am a little confused. What if your 1st credit expires in Q2 and you sit for your last exam in Q2? Would you ask now for extension of your 1st credit till 12/31/17 to be safe (just in case you didn't pass your last exam and your 1st exam credit expires during the time lapse for Q2 score release in August 2017)?

I have an exam expiring on 7/25. I called California CPA board and they said they aren't giving out any extensions. This is just not fair!

    FAR - 1/25/2016 - 78
    BEC - 2/27/2016 - 68

    REG - TBD

What a mess. I will be asking the Maryland board for an extension based on this $%#@! implementation of the new exam. I don’t think the AICPA understands project management or program execution very well.

I hope other Ninjas will post their experience re: a board request, along with their state, in this forum.

I'm not sure if this has been answered but if we take a test in Q2 before June can we retake in Q3?

Received this email from NY State Board –

” I write in response to your recent e-mail regarding an extension of the time you have available to pass the CPA exam.

Section 70.3(c) of the Regulations of the Commissioner requires an applicant who passed a section of the exam under the computer based test to pass the remaining sections of the examination within an 18 month period in order to be given credit for having passed the exam. The State Board for Public Accountancy or the State Education Department do not have the authority to extend the amount of time an applicant has available to pass the CPA exam. All applicants for licensure do, however, have the opportunity to petition the Board of Regents for a waiver of a particular requirement for licensure. In your case, you would be looking for a waiver of the requirement that the 4 sections of the exam be passed within 18 months. The Committee is empowered to recommend to the Board of Regents that the specific section of the licensing regulation be waived for that particular applicant.

However, the Board of Regents will accept a petition from the Committee, ONLY if it can be shown that the requirement has been substantially met. To substantially meet the examination requirement you need to have standing passing scores on all four sections of the exam, albeit outside of the 18 month conditioning requirement. Therefore, at this time you are not able to submit your petition to the Committee on the Professions until you pass all fours sections of the exam.

Historically, the Board of Regents has approved waiver petitions in those cases where an applicant has made a good faith effort to pass all 4 sections of the exam within an 18 months period, but was prevented from effectively preparing or sitting for sections of the exam by extenuating circumstances that were not generally experienced by the other applicants for licensure and that were beyond the applicant's control.

Generally, the Board of Regents has accepted the following types of circumstances as a reasonable basis for approving waiver petition: medical conditions experienced by the applicant or a close family member; the applicant's being called into active military duty; a death in the applicant's family; hardware or software failure at the testing site; unexpected closure of the applicant's testing site due to inclement weather. In regards to the late release of the Q2 – 2017 exam scores, there is no extension automatically provided. However, the late release of the exam scores may be considered as a basis of a petition, dependent upon the circumstances and facts the applicant presents. Each applicant’s case will need to be reviewed in totality, including their entire testing history.

Please be advised, the Board of Regents does not accept heavy work schedule, reassignment; or personal choices to relocate, change jobs, change life status as a reasonable basis to approve a waiver petition.

Please realize that if you have experienced circumstances that provide a reasonable basis for a waiver, you will be required to provide substantiating documentation in the form of corroborating letters from physician(s), copies of military call up papers, copies of death notices, and or correspondence from the Exam administrator (CPAES) or the testing site (Prometric).

If you did not experience any extenuating circumstances, a petition cannot be brought forth as there is no reasonable basis for a waiver. Please do not hesitate to contact the board office by e-mail with further information about your situation or if you would like additional guidance.”

Not sure what this will mean come time…..

    From the TX Board website:

At the March 9, 2017, meeting the Board considered and approved an amendment to Board Rule 511.80 Granting of Credit that allows a three month extension of CPA exam credits due to the delayed release of exam scores in 2017. The amendment affects applicants who have CPA exam credits that will expire between April 1, 2017 and September 30, 2018. It also provided a three-month extension for applicants who earn CPA exam credit as a result of testing between April 1, 2017 and May 31, 2017. While this amendment is preliminary, we anticipate final approval at the May 2017 Board meeting.

Too bad I have been planning to transfer after passing all exams under CA Board.

I will call my state board tomorrow and inquire on what they plan on doing for my scenario. Thank you all for the feedback.

I am from California. My credit will expire on 8/19/2017, and I have 1 section left. I am in the same situation.

I called the State Board today. I was told the grace period will not be granted automatically. However, it can be evaluated on a case by case basis. Theoretically, say I didn't pass the exam in Q2, and found out my score on 8/17 or 8/18, I can call the Board and ask for an extension for my credit (that's expiring on 8/19) because I am impacted by the 10 week delay on the score release. The person said extending the grace period is an option, based on the individual's situation.

Had called CA two weeks back and was told they couldn't extend basically the law doesn't allow such extension. Not sure why we're being penalized for a delay AICPA is causing. If Texas is allowing extension why aren't other states folllwjng suit? Very frustrating to say the least.
