Analystical Procedures Question

I have a difficulty with questions like this. It would seem that conceptually the candidate is supposed to distinguish between the nature of analytical procedures – which are broader, higher level analysis – and substantive procedures, which are tests of details/balances. I realize there are “substantive analytical procedures.”

So anyway – is it just the best worst answer strategy?

Question: 801 Analytical procedures can best be categorized as

    A. Tests of controls.

    B. Budget comparisons.

    C. Qualitative tests.

    D. Substantive Procedures

The answer is D. Really??? Why is that the answer? Any help is much appreciated.

Analytical Procedures can be used during planning to assess risk and/or can be used as a substantive test.
