Noise Canceling Headphones

I find the pharmacy ear plugs annoying and uncomfortable when worn for long periods of time. Any suggestions for good noise canceling headphones? I would prefer something on the cheaper side but if the more expensive ones are the only ones that work well that would be fine.

I am looking for something that works even if I do not have music on. I realize it probably wouldn’t cancel out the noise fully but enough to muffle something like starbucks noise or a loud tv. I’ve never looked into headphones before so is this even possible with headphones or would it require me to play something in order to cancel background noise.

I’ve seen some posts on here about Bose headphones, are they worth it or is there something cheaper that works just as well?

    Thanks

Noise canceling headphones are good but not Sbux or loud TV good. For instance, on a plane I use my Bose where you just have the white noise playing but I can still head announcements and a baby crying though not as clear without. Bose has been doing it the longest and are considered some of the best but you will never get 100% cancellation unless you get something on an even more expensive scale.
