To get to the 2,000 hours in CA, do they count ALL the time you were working at a firm or only billable hours? I’ve spent hours in meetings, making photocopies, etc. That is just administrative work and not specifically billed to any client. The firm tracks billable hours versus routine office time. Thanks.

I don't think it really matters. Here in NY the requirement is 2,000 hours not less than 1 year. So essentially, the number of hours is irrelevant unless you are less than full time. It's the 1 year that matters.

Pretty sure it's just the hours, but check with your specific state board to be sure.
