I have read that it will take 10 weeks to get results if you take an exam in the 2nd window. After the 2nd window will the results waiting period go back to normal? If that is the case, it almost seems illogical to take one in the 2nd window. You could wait a few extra weeks for the 3rd window and get your results back sooner than if you took an exam in the 2nd window. I might be wrong on this, but I just wanted clarification.

The scores for Q3 and Q4 2017 will be released 10 days after the close of those sections, so you wouldn't get them back until September 22/December 22, respectively.

Of course if you needed a retake having to wait 2 days after you get your score back on August 14 and then waiting on your state or NASBA to reprocess your new NTS application could hamper your ability to retake the section in Q3 2017…
