I had this happen once. The person screwed up and then tried make it as though it was my fault by saying there was confusion & miscommunication and told me she was expecting a call from me too. Could you believe that! How in world can I call you when you don't provide me with your phone number? Not only that, it is a relatively standard practice that the phone interviewer normally calls you unless instructed otherwise. Nothing from our email correspondence says otherwise for me to call her.

If they haven't called after 10-15 mins then I normally call them. You should pro-active in those scenarios.

I showed up for an in person interview and was told by the interviewers that they made a mistake and I was never supposed to get an interview to begin with. Needless to say when they reached out to recruit me a year later I told them exactly why I would not consider working for their firm EVER.

Just like if you showed up late, or were rude during an interview, etc., it's a pretty good indicator that they are unorganized or unprofessional if they drop the ball. It's one thing if they're super-apologetic and immediately remedy the situation. It's something else altogether if they just forget about you. You have every right to be annoyed and there's no reason why you shouldn't express your annoyance with them (in a professional way).
